You have to tell him to go scavenge before you talk to Siegward in the sewers or else he won't be there to save him from the spider monsters. But, at the same time, you have to talk to Siegward before lighting the first bonfire in Irithyll Dungeon or you'll miss that part of his quest. So you should send him after you rescue Siegward from the well but before you talk to Siegward in the sewers.

So I apparently Claymore is shit because bad scaling but I love its move set, the R2 slab, the stance (very handy for shields and it's 2 extra moves), So are there any other Greatswords that have similar moveset with better damage than the claymore.

In the way I had it work;
Clear Undead Settlement, doing both of Seig's tasks with the lift and the demon.
Clear Farron areas, up to the Abyss Watchers, but don't go to the catacombs (you can, but if you wanna focus on it and take out boss without moving back and forth, best postpone)
Go to the cathedral, make your way through as normal. Ignore the way up to the roof of the cathedral, stick to ground level, raise the bridges/gates and open all the main the doors/shortcuts. Near as I can tell, you're completely fine to take out the Deacons if you wish, seems irrelevant to the side mission stuff.
Seig should now be in the well by the second bonfire (near that monument with the four dudes praying to it with the other hollow praying by the fence, they leave you alone if you do), and Patches should be to the right through the first set of double doors going into the cathedral.
Talk to both, fall for Patches' deception, survive the Giant attack, NOW go up over the rooftops and through the upper cathedral, drop down, confront Patches, buy Seig's armour, drop it off at the Well.
