I think that's more a matter of Capcom just behaving like retards in the fifth gen. Granted Street Fighter was still good, and Resident Evil was good. But they killed Contra and Final Fight, and Ghosts and Goblins was nowhere to be seen.
X2 and X3 were amazing, but in the mid 90s they just went full retard with everything.

I loved MMX1-3. X4+ dropped the style that made x1-3 feel so good, not to mention the platform shift fucking everything up.
Retro Megaman is still really fucking good too. They fucked up by making "Easy Mode" for total casuals in the latest installments.

MMX did revolutionize Mega Man and was so good that nothing afterward could outdo it. X2 and X3 were still great games, but every Mega Man game after the SNES era has been shit.
