Just going into threads about it people are horribly uninformed about it's compatibility, some people think you need a normal Vita to make it work since it couldn't possibly be a Vita in a box for that cheap.
SCEA couldn't have mishandled the thing any worse than they did which makes me think they just released it to please the Japanese division but did their best to make sure it never had a chance.

You can find the bundle new for $60 or lower and it comes with a Vita TV, PS3 controller, and 8GB memory card. Buy physical games when you can and you'll be fine.

If you have a PS3 you really don't need more than a 16gb one since you can just store the other games on your PS3's hard drive and transfer them over when you need to. 8gb could do OK too, but the frequency with which you would have to transfer games would be way higher.

That's just what Sony started marketing it as because they just decided one day to say "fuck Vita to such an extent that we're not even gonna call this VitaTV anymore." Yes you can, but it's a little clumsy.
You need to make sure whatever content you're transferring does not require a newer firmware update than is actually on your system. If the game is too new, then it could prompt you to update. Just like putting a cartridge in could prompt you to update before it is able to play. I can't find a good list for this, so I just restrict myself to games released before my firmware (3.52 in June 2015).
You need to download the content on your PS3, then transfer it with the content manager. It should be pretty straightforward, you just need to use VitaUpdateBlocker before starting the content manager to fool the PSTV into thinking their isn't an update available. Then it will happily copy content from your PS3.
