What game has the best and most powerful (i.e. fine-tunable) character generation?
Is it Skyrim? oblivion? Dragons Dogma?
Ideally last gen because I am a pleb and only have last-gen shit consoles/shit tier PC available

Fallout 4 looks like it had great options for customizing face, but dunno if you can customize the body 'cause I never played it.
