However almost all multiplats the PC has are extrely bad ports and will not function perfectly on a PC that has equal power then the PS4.

If you place the same constraints such as 30fps, no AA, low settings such as textures, turn on motion blur to hide bad textures and framerate, low draw distance, and so on. You'll probably get 20-30% more performance with the exact same constraints or the same performance with some basic improvements .
Meanwhile a $650 PC will cream a console with high settings, filters, and still much better framerates.

I only know because I actually own a 960. While you're both right that consoles are better optimized since devs have access to standard hardware, I can max out most 2013 games at 1080p/60, and I can still get decent settings on brand new games. Fallout 4 maxed out is about 30, and the PC version has considerably more more detail. So yeah, a 750Ti, which is generally considered to be about the same level as PS4, may perform worse in practice, but the 960, at least for now, will perform better than both consoles.

The funny thing about this is also that these 'shit ports' often only run exactly as they would on the console, and PC gamers have (sometimes unrealisticly) high standards, which is why you hear them complaining when they can't get 60fps in 1080p on a port, while the conoles are locked at 30fps. While the PS4 is doing that weird PS4K shit (I personally think it's more likely just gonna be a N3DS situation where it doesn't really matter at all) I can't imagine upgrading to a PS4K would cost as much as constantly upgrading your PC, especially factoring in if you can get a trade-in bonus on the PS4 towards a PS4K at some stores or simply selling it afterwards to recoup the extra price.
While a strong PC would be stronger in many aspects than a PS4 it really doesn't matter in the long run anyway. Most games are either ported from consoles (and as such limited to what they can do) or are gimped to be on par with what the console version can do.

While it's true console games CAN be better optimized, a lot aren't because of lazy devs. Rise of the Tomb Raider runs on magic on the Xbone, no idea how they managed to do that. meanwhile stuff like Dragon's Dogma and more recently Final Fantasy XV run like shit. If you're starting from scratch, it's about 800 bucks for a new computer that will blow the lid off of consoles and be semi-future proof (if you want 4K, you will be putting more money into it.) It's about 120 for a really good 24" 1080p IPS monitor. Another 50 for whatever controller you want. Keyboard and mouse, just buy whatever, you won't know any better, they're like 20 bucks for some Amazon branded ones. 60 bucks for a decent set of headphones (get Sony Gold Wireless, battery lasts forever).
I JUST built a new computer this winter for this much money. My games are always cheaper, they always look better, they have the best mods and always update first. Fuck your consoles, fuck your console wars.
