Okay, before I get flack for returning to this despite my toddler tantrum yesterday, I admit that after a good night of sleep, some food, and fresh eyes, I noticed many of the easy mistakes and put another couple hours in. So, I'll probably finish it. Still gonna stop here for the night, because I want fresh eyes before returning to it again.
Enlarged the eyes, but just before posting realized I hated her left one, redrew it, and was too lazy to draw the iris.
Shifted the cranium a bit
Tested out some shading, but I have no idea what I'm doing there, just like anything anime. I looked at some references of anime styles I thought were nice, and saw that they seriously do not push values hardly at all. So I didn't.
I'll probably line up and base color the whole image tomorrow (meaning the green character), before returning to shading and detailing. This won't be done for a couple days at least, but just to be annoying I'll post the progress and blog at the end of each one.

Some other notes:
Her sleeves are on the wrong arms, and I cannot be the slightest bit fucked to fix it. I don't think anyone would have noticed without me pointing it out.
The way I crushed the torso outfit together makes the anatomy look a bit weird, and I MIGHT feel the need to redraw that part for that reason.
I think her expression is just flat boring. Especially for anime.
Wherever I felt at a loss for how to draw something in the style, I just erred on the side of realism, e.g. eyes, mouth, neck, skull proportions. I'm not a huge fan.
If this turns out well in the end, I might also try improving at anime, especially since it's significantly faster than a realistic style, but again: no promises.

try putting texture on your brushes or applying some noise on the brush strokes.
Wrap your tablet in an envelope by cutting it in the sides to simulate that texture you get when drawing on paper.
