As I understand it, a game feeling soulless is how you could describe an objectively "fine" game that just doesn't hold any interest, the developer hit all the marks from a technology standpoint but yet the game leaves zero impression and there's nothing particularly memorable about it.
Generally I actually have this issue with some Ubisoft games.
A game having soul is a game that somehow is incredibly memorable and engaging and interesting despite whatever flaws it has.
Deadly Premonition would be a good example, the game is fucking garbage, but people adore that game despite the fact it's an utter mess.
If you wanted to simplify it, it's whether a game has a personality, a definable vision of sorts or not regardless of the technical aspects good or bad.
At least that's what I assume people mean, games aren't the only things people aoply that phrasing to, it helps articulate a feeling that is sometimes hard for people to put into words.
