Out of all enemies in the entire game, this one sticks out like a sore thumb. Every enemy is some kind of cartoony creature, but this is just a normal aquatic dinosaur. What is it doing in this game?

It's actually a helpful companion to Mario like Yoshi. If you ever played Mario Party 3, you would know this.
It's not an enemy. It's friendly and you have to use it to get several stars. That's why.
The enemy that actually stands out is the Chain Chomp. Compared to all the other enemies in the game it is large, punishing, and aggressive. On top of that it's in the very first level, and you have to get past it to get any of the stars. We're all used to it at this point but if you think about it compared to everything else in this game it is a very strange inclusion.

Yeah, yeah. Completely unreasonable. But, the chain chomp is at least a Mario creature. The dinosaur is just out of place. It looks and sounds sad too. I always felt sorry for it as a kid.

I always thought it fit right in in terms of visuals, but it being one of the absolute first enemies in the entire game is a poor design choice. As an obstacle, it'd fit better in the basement levels. But, it's round and black, like bob-ombs, so I never really thought about it much.

Bobomb Battlefield is a happy upbeat level. Not to mention it's the first level.
To me though, those strange elements like the Chain Chomp make the game more memorable.
Also, was he actually in any other levels? Seems strange that such a dangerous enemy is only in the first level. Perhaps the goal was to taunt and tempt beginners. Like "later on you'll be able to come back and deal with this"
