No base building or unit construction.
You have points to set up a fleet and that's all you get for a match. There's kind of metagame/persistence stuff that carries over between matches like ship experience, upgrade points, "Lost in the Warp" "Ship damaged/destroyed" etc.

It is for the MP alone, IMO, but if your a SP kinda' guy the full version will have a campaign too.
Matches are plentiful, the races are all very varied, the game looks and plays good... Yeah I'd say it's worth your cash.
