Margaret, Liz and Theodore are all just servants. They're far down the chain of command and are only really powerful because they just have the entire arcana in hand. That said they don't utilize social links outside of whatever S. Link you assume they created with the protag. I'd probably say that Elizabeth is/will be the most powerful as she gained an arcana of her own.
Liz and Theodore act almost identical from a fighting perspective. Theodore just hasn't been seen outside of the non canon route of P3. So for much of the continuity I'd argue that he and Elizabeth are the same. Philemon is in a weakened state because he recreated the world while Nyarlathotep got fucked by his own game, so they're both weakened or in a state where only weakened proxies of themselves can interact with the world (The Velvet Room crew and Erebus).
