He says nothing because he sees at least one white hat. 2 would know then that he had a white hat if 1 had a black hat because he must be the man with a white hat, but he keeps silence because 1 has a white hat. 1, knowing that neither 2 or 3 knows what their hat is can now deduce that he is wearing a white hat, or else one of them would be able to tell they were the one wearing a white hat.
That one in the first where you have to identify arrows in a wall with a shitload of cracks in it.

So assuming the hats given out are randomized, the next step would be to lay out all the permutations of this scenario.
So given 2 black hats and 3 white hats, the permutations should look like this.

The order of marks is guy 1, guy 2, guy 3.

So if guy 1 is represented by the leftmost column of this diagram, there's a 4/7 chance of his hat being white and a 3/7 chance of his hat being black.
