Alright, I think I figured this one out.

So assuming the hats given out are randomized, the next step would be to lay out all the permutations of this scenario.

So given 2 black hats and 3 white hats, the permutations should look like this.

O= white
X= black
The order of marks is guy 1, guy 2, guy 3.

So if guy 1 is represented by the leftmost column of this diagram, there's a 4/7 chance of his hat being white and a 3/7 chance of his hat being black.

So if he says his hat is white, he'd have a greater chance of being right than if he said it was black, and therefore that's what he says.
