Even if you want an old PS4 instead of the rumored Neo, you should still wait for the Neo because it's almost guaranteed that the old PS4 will get a price drop. That's what I'm doing. Right now is exactly the wrong time to be buying a PS4, unless you stumble onto an amazing deal somewhere.
I've been borrowing a friend's PS4 for a while anyway and I can tell you that it really doesn't have much going for it at the moment in terms of actual software. The few exclusives it has aren't stellar and everything else is a multiplat. You really should wait. Any other move would be a waste of money, even if you plan on trading it in for a Neo (which is always a scam anyway and you're an idiot if you don't sell it to someone yourself).
