Lucario is the Lightningest. Isabel's Lightningitude only began AFTER her massive popularity. Rosalina's Lightningitude only began after Galaxy when she started being in all the spinoffs which is not that bad. Lucario was pushed hard from before gen 4's launch and they haven't ever really slowed down with it either.

The problem was that SE made dissidia 012 entirely to include Lighting in dissidia. The entire added plot was practically all about her, having the other new characters added be an afterthought.

I believe the general definition of a Lightning is a character who is forced heavily in games. What you just mentioned is pretty forced. The XIII games took up an entire console generation.
And I'd say out of the ones in the OP, I'd have to say Lucario is definitely a Lightning. He/she is the first ever pokemon to mega evolve, you also get a free one in X/Y and you're forced to use it to continue the game when you fight Korrina's other Mega Lucario.
