The mohawk was part of Sonics American design. You even see it pop up in some of the Sonic 2 sprites (which Sonic 2 was Sega of Americas doing).
Besides, Greg Martin was an excellent artist. I doubt he didn't understand how Sonics quills actually worked, but was just following the specifications Sega of America gave him.
