I wouldn't put it past them. They did originally advertise the PS4 as a 1080p 60fps machine and developers greatly overestimated its power. That's why we ended up with fiascos like Watch Dogs and Witcher 3 downgrades. Development for those games started long before they even got actual dev kits.
Sony was even advertising post downgrade Watch Dogs as 1080p 60fps on the PS4 until they quietly retracted themselves.

I'm glad I waited to get a PS4, now I can get a PS4K and play Nioh, Nier 2, and Bloodborne. My Wii U and my Xbone still get regular play as well as my PC.

The PS4K won't be capable of either one of these below close to a $800 or more price point. It's going to play Bluerays in 4k. It will play some games in 1080p 60fps but very few. Most games will most likely be 1080p 30-40 fps.
