As someone who played the game I have to agree with him in that neither of these two did anything. Falco didn't do that except for the one time in the first level, and Peppys supposed advice is on the same level of Krystal sensing things. He doesn't contribute anything and is simply known for a dumb meme.
By the way, I saw a video where the player made the entire team deal with Star Wolf, it took him roughly 15-30 minutes for them to even take em down with a lot of cases of Falco and Peppy needing help. Based on that I can assume they're as useless on Titina and the other All Range levels.

Where before you start a stage you choose which characters to deploy in your squad and it could affect what routes are available and how you go about the mission. As you progress through the game depending on the route you travel you'll gain new allies and some might branch off to go do other things.
