It's been a while since I played but I'm pretty sure already established settlements started asking for help against handfuls of ghouls/mutants even though they had like fifty sentry turrets surrounding the town.

This guy actually succeeded in preventing me from doing main story quests. I played this shit for about 7 days, discovered 90% of the map, and got to lvl 40 something all from doing Minutemen quests. I wouldn't mind playing it again just to finish the shit story, but the though of hearing Preston whisper some shit to me about settlements makes me wanna uninstall for good.
