Tekken is gaining popularity in American so we're going to hear American opinions on character designs now. US fighting games (Mortal Kombat/Killer Instinct) always try to look hardcore and cant't handle anything cute because you might be called a homo. Japan is fine with this design because they are not filled with a bunch of faggots that only played Tekken 6.
KoF doesn't have a big US following so i'm not surprised that no one threw a shit storm over Sylvie. Also it's a 2D anime-ish game so people already think someone like her is normal.

Sylvie, however, is literally bait. And part of the enemy team.
That's the whole point of the character and falling for it is half of the plan of the design.
She is suposed to be a reject from NESTS who had zero talent, but gained electric powers "somehow" and then caught their attention.
A NESTS base on Mars was already stablished by the canon through the introduction of Nameless and Isolde, who escaped from it.

The leaker also hinted at Sylvie being artificial, which would be an even higher nod to Tesse from Waku Waku 7, with whom she shares moves.
