Unless Sony literally makes it a requirement to publish, that games HAVE to run at 60fps on this new console or they can't be published; this piece of information is irrelevant--because devs will use that extra graphical horsepower to further push graphical effects and target their framerates between 20 and 30. This has always been the case.
