It was always 2.5D. The problem isn't the budget but rather the personnel. Literally no one left in the industry in Japan who is not already employed and can do 2D art. All the guys who did the art on your childhood games are all working at farmer's markets now thanks to 3D. Fuck 3D.

It takes quite awhile to learn it and have it look high quality. Too long a time to learn on the job for one project and there's no one to teach them. Indies tend to be able to do it because they have far more time and can say "it's done when it's done" as ridiculous delays on Chasm and ANNE show
