Did you pay literally zero attention to the quest in which it's implied that Ulfric made a deal with the Thalmor? The Thalmor need the Civil War to remain in a stalemate. They're in no position to wage a war, hence all the subversion. In fact, it's the Empire which is essentially a puppet state of the Thalmor.
