Roman history spans too much time and separate stories (like sacking of Rome, Marius/Sulla) that you can take and cram into one game don't have enough individuals characters for full roster, there are usually only two, maybe three active guys participating

That's probably why late Republic is so popular for adaptations because it had the most recognisable characters all active during more or less same timespan: Ceasar, Pompei, Crassus, Spartacus, Cleopatra, Cicero, Cato and so on.
