Having just played through Quantum Break, and not having watched Joes video, I gotta say, despite the awkward cover mechanic, everything else about the game, from level and power design to the choice-determined narrative are flawlessly executed to provide a rush of story telling. I mean, Metal Gear has ridiculously long cutscenes, and that's basically what the show is. 4 episodes of character development and exposition for the villains that reflect in-game actions and events. It's really well done, but if you don't care for story and 20-minute cutscenes, sure, it's not the greatest tps out there. It is however, a blast to use time-based superpowers.
I dunno, I think the game nailed what it was trying to do perfectly.

But even though it is a TV/game, it is still 80% gameplay and 20% cutscenes.
There is about 8-9hrs of gameplay with about 2hrs of cutscenes throughout the entire game.
The game has just as much gameplay as most single player games do these days, on top of that it has a 4 part TV show.
