Steam saved PC gaming in the eyes of AAA companies. It wasn't a platform that most games came out on, in fact a good number of 6th gen multiplats were only made for consoles. This continued well into 7th gen, even. Before that, it was just a platform you threw games on because consoles couldn't handle it, or couldn't work on consoles, or console makers would outright forbid.
Alternatively, Steam made PC a relevant market in response to the massive shift from PC to console in 7th gen.
