Nope.
They have same CPU but Xbone has equivalent of Radeon HD 7790 for GPU, while PS4 has equivalent of HD 7870.
PS4 has very fast GDDR5 RAM, while Xbone has average PC tier DDR3 RAM.
The weaker GPU and RAM is what causes Xbone to perform worse. It's as simple as that.

dudes with the gtx 770 which was just a BIT weaker than the 280x when it was new are having BIG problems with DS3, shit framerate, graphical issues, crashes etc.

The DDR3 alone is a huge bottleneck for the Xbone version.
Xbone literally has no VRAM, AT ALL.
DDR3 is regular RAM which is too slow for GPU memory operations such as juggling textures and rendering resolution. If Xbone had regular RAM and VRAM then it wouldn't suffer so much, but because Microsoft cheapened out and cut GDDR5 (originally Xbone specs listed GDDR5 just like PS4 but Microsoft decided to cut costs) they gimped the console in the process.
Also 7870 is also observably better than a 7790.
So yes, the difference is quite noticeable.

I only got invaded three times throughout the game because I never summoned, and each time it was two invaders almost instantly in those areas.

Seconding this, I've worked in a studio that does cross-platform releaeses. The XB1 is quite a bit weaker than the PS4, it can close the gap a bit if the engine plays nice and can fit all the important layers of the Framebuffer into the ESRAM, if the engine has too large of a framebuffer memory requirement it has to be shifted at least partially into the DDR3 memory which is unacceptably slow for any high-bandwidth tasks. Dropping the Screen res to 900p or even to 720p with some temporal upsampling techniques really help the XB1 because it can be the change that lets you fit the framebuffer back into ESRAM and get the large performance boost that comes with it.
