That's really it.
As long as your character's physical features vaguely match the ethnicity represented by their nationality, you can say that character is from any country in those constraints.
You could probably get away with saying Chun-Li is from Taiwan, Hong Kong, Macau, Singapore, Mongolia, Malaysia, and be able to tie her qipao to actual cultural roots of those countries. But given Juri wears a Chinese top, I'm pretty sure no one's going to bat an eye if you say she's from Japan. Chun-Li's facial structure in some of her concept art also more closely resembles Europeans than east Asians.
Country origin: an inexpensive way to get people to talk even more about your characters.
