I had zero problems with any boss up until aw I died fifty times but I don't use a shield and parry mostly so it felt great to win

When I killed his first form I asked myself that this can't be it and was not even remotely surprised when he had a second form (also not surprising since literally every single boss you fought in the game to that point has a superpowered second "form").
Also the second form isn't immune to staggers so you can go all out on him. I'm guessing people were too stupid to realize this and died trying to play like turtles, the play-style most favored by bad players.

So how do I hit the 2nd phase of the abyss watchers? He has zero down time, and is aggressive as fuck. I switch off my shield and 2hand during this fight since blocking is useless, but his aoe is insane.
So what attack is his vulnerable one? Every time I go to punish a big move by him, he steps back, and hits me for huge dmg. I got him down to 1/3 by getting lucky and taking down a quarter of his life in a combo, but since then I am lucky to get him down 2/3.

I think the game is fine for the first half. Abyss can be a bitch and Mike Pontiff Sully will test your rolling for sure, but I wouldn't change them.
The last half however, I would tone down the damage some enemies deal. Sucks having half your health stripped away if you miss-time a roll.

Nah, Dark Souls 1 was hard because it was the first one I played. Dark Souls II was hard because I never got used to having way less iframes than usual and some bullshit that's been covered hundreds of times by people on here, but the solution shouldn't have been to just give everybody amazing iframes from the start. They should have rolled adaptability into Dex or something, where if you had like 40 Dex you could get these types of iframes on your rolls. As it is now it's easy as shit.
