If you only count old games that were designed when 3 or 4GB was the maximum VRAM on PC and consoles only had 256MB of VRAM.
These days even $200 GPUs have 4GB and consoles have 8GB so devs are utilizing this memory. 3.5GB is just not enough.
Not to mention the 970 heavily relies on driver optimizations to stay competitive. As soon as Pascal comes out the Maxwell driver support will get worse and the 970 will fall behind in benchmarks.

Console have 8gb for EVERYTHING, not just vram. On top of that, 1 or 2gb is reserved for the OS. In the end you're left with around 6gb which isn't all that much.
