Because /vp/ is a general Pokemon board, made for taking any and all Pokemon content, not just specific pieces of it (as in Pokemon games, anime, toys, cards, etcs). Pokemon's popularity is huge enough to where it generates enough content to support its own board, and also so that there isn't a huge amount of Pokemon content all on any one board. If /vp/ didn't exist, instead of 1 or 2 Pokemon threads there would be many many more at any given point in time. Once again though, the rules explicitely say what is and isn't allowed on each board, and the only board who's content is explicitely stated to must stay on its own board is /mlp/. Pornographic content is also not allowed on blue boards, and all topics must be on topic to the board in question, hence why you can't make threads about Pokemon anime or Pokemon cards on /v/.
