I generally don't level up unless I feel like I need to (for a weapon or something) because I don't wanna end up with a high as fuck level.
Generally I place priority on really expensive vendor items (like super expensive keys and shit) over levelling, you just do whatever it is you wanna do. If you care more about PvE than PvP like most there's not really a problem with leveling yourself at every opportunity, otherwise you'll wanna control it so you're in the correct level range or whatever the fuck it is.

Overlevelling in Souls isn't really a thing, your setup and skill is what matters most. You can have 40 STR and still get fucking killed if you suck or have a bad set of equipment.
