If you have not or cannot imagine experiencing something you're not likely to react to it.
There are scenes in movies where even a side character begins going through or saying something others can relate to in the audience and it will evoke emotion. For example Paulie in Rocky has a scene where he begins degrading himself clearly recognizing his flaws as a person, brother and friend. He's hinting to Rocky, but can't say it because it's the last shred of pride and dignity he has left, that he's aware the only good thing he could possibly do for his sister Adrian is get them paired up so Rocky can take care of her in ways he failed to and obviously can't.
If you're never felt like you can't protect someone close to you, or generally don't have anyone close to you that you feel like protecting, then a familiar feeling of impotency won't wash over you seeing this guy ridicule himself. You'll just think he's a loser and that Rocky's picking up his slack.
A similar thing happens in Gran Torino whena girl is raped and everyone, particularly her brother who had been trying to develop some character and self-confidence, feels like they're helpless.Again if you don't have any familiarity with feelings of inadequacy due to a lack of accomplishment or capability or respect then the entire ordeal is just a series of events. It has nothing to do with being real either, someone who has missing relatives can watch a movie or hear in the news about similar kidnappings and become equally emotionally responsive. If all your family is where they are then it's whatever isn't it?
Also don't misunderstand having an experience for having experience. If someone has dead relatives it's not just that fact but whether they gave a shit about them that will determine their reaction to hearing other cases of losing family.

However this movie in a way isn't just about racing despite that being the central theme. It's about not being stopped by defeat or doubt, or rules and restraints, it's about believing in yourself and possibilities when others do not.

It's about being broken and yet that allowing you to exceed past limitations. It's about the people and things there for you when nothing and no one else is.
It's about having the vision to see what others are blind to and showing people things they could never imagine with their narrow view.
