You actually can. For Capra, you use the Master Key to cut through New Londo>Valley of the Drakes>Darkroot Basin>Undead Parish, grab the key, go right to the Lower Burg door without Hellkite ever spawning. For Moonlight you just go right to him once you reach Darkroot from the same path.
