I think the game places their settlers throughout the map before you do, and if you have competing start bias with another civ you might get shafted and stuck somewhere crappy like tundra or jungle

that said if your start sucks you can always just reset, on deity if your start sucks you're probably going to lose anyway

Food is converted to production when and only when building Settlers.
It is also why it disables growth, all your extra food is used to produce the guy.

whether you lock the tiles or not isnt the point. the point is that growth and production arent given at the same moment during a turn. by locking ur tiles as u want them and putting it on production focus, youre getting a couple hammers extra every time you grow, while you wouldnt have gotten extra food (given at the end of the turn).
