Everyone blames NT for the redesign. Capcom was the ones behind the redesign. They wanted the edgy young punk Dante. They wanted the casualized "accessible" combat system. They wanted "muh cinematic experience". They, for whatever reason, decided to try and "appeal to the west" and picked a western action game developer more or less said "destroy this beloved franchise and get us that Call of Duty money".

Bayo 2 isn't just "flashier", it's faster (literally the attacks are more rapid) and more consistent and it has a wider moveset/weapon variety. Yes, it did tone down the difficulty considerably (witch time being much more forgiving, Umbran Climax restoring health, charge modifier aiming being more robust in terms of hitting moving enemies and wicked weaves spawning within appropriate damage range even outside boss fights) but so what. Being stripped of WT for arbitrary reasons (e.g. against Gracious and Glorious) sucked. Onyx Roses and Lt. Col Kilgore weren't interesting weapons. Durga wasn't particularly interesting either, actually. Having virtually every useful weapon (Shuraba, Kusheldra, Odette) be limb-locked made crafting interesting weapon combinations basically impossible.
It also doesn't dock you a rank after an excellent playthrough because you dicked up a stupid QTE like Bayo 1. It doesn't litter its fights with HP walls tied to an ocean of Climax prompts or have a bunch of "press Tri+O (for whatever reason) to dodge!" moments.
But, what, Bayo 1 let you juggle-sim enemies indefinitely WITHOUT having to worry about getting around behind them with a single Moon perfect parry first, so obviously it's superior in every way.

Finally muh spectacle with flying boss sequence. Flying boss sequence bayonetta controls very arbitrarily and floaty. She loses many of her gravity based techs (juggles and jump cancel stunlock being some of them) and gain nothing. It doesn't make sense for the supposedly spectacle hyped up boss and aerial combat which are supposed to be much more awesome than regular ground based combat to have her mechanics gimped instead.
Bayo 2 is Bayo 1 but with a coat of turd. Yes there's still incredible gameplay beneath it, but that's because the base game is awesome and most Bayo 2 changes are for the worst.

Bayo 2 is harder to Pure Plat but that isn't automatically a bad thing. It did what it was supposed to do: made the game easier for casual players while making it harder for advanced players. Half of Lumen sage's moveset are not telegraphed. The flashing sound cues for attacks in Bayo 2 is inconsistent for different attacks. The WORST of all, Lumen sage and Rodin techs out of your combo RANDOMLY because they're supposed to be tough guys. That's just straight out guilty gear burst out of your air combo tech - hence the necessity for Alruna ground pounce because those two will tech out of anything else at RANDOM time even using when the same string of combo. Uncued attacks and bursting out of reliable combo when it's not your fault is the definition of unfair. Little things like that are inarguable and make Bayo 2 a less fun experience compared to Bayo 1 if you're just slogging through Witch Trials without the spectacle QTE and finishers

In an interview about DMC1 and the mindset behind the style meter he already said that he wanted an action game that would focus on stylish combat. Capcom now calls DMC games "Stylish Action".
