$13000 is absolutely overkill for a PC.
You can get an Skylake-i7 + 2 x 980Ti's for around $3000, and that shit will last for a good 7-9 years before upgrading. And you'll have money to buy a comfy chair, a keyboard, monitors a great mouse, headphones + mic and a VR-headset. And you'll still have money for great vidya.

I looked it up a few years ago, and I remember reading that with regular use, an HDD will last about 5 years while an SSD will last about 10. If you leave either one sitting, though, it will surely last a long ass time.
I also heard about some company developing some kind of super-drive that is said to last hundreds of years under constant use. Forgot the name though.
