Yeah, I started looking into it myself, but now I'm super confused.
It seems like the 3DS version is a touched up version of repeated fear and has 4 extra chapters that only the 3DS version gets.
But the PC version is an improved version of Bloodocvered with extra scenes and endings, but might not have the extra 4 chapters in the 3DS version?
I mean, I'm probably still going to buy it on steam andpirateit on the 3DS, but I don't understand what version is getting what, and which one is the best one.

from what I understand, both version tell the same story but they have a different feel from one another. In terms of atmosphere and sprites. I believe the 3ds version has everything that the pc version plus more. Which is why i'm glad they are doing pc first then i'm going to buy the physical version for extra stuff and different presentation.

I'm not sure what the question you're asking is. But there's 3 seperate versions of the Corpse Party game.
Corpse Party PC-98: Hugely different than the other 2. It's more like a traditional RPG than the other 2. I believe this one was fan translated. It was the original release of the game that won an award and started the series.
Corpse Party: Blood Covered - The PC release and the story as we know it. It's the precursor to the PSP version. It has a different art style, going for a very chibi look. It has amateur voice actors. We never got this version in the west.
Corse Party: Blood Covered... Repeated Fear - The PSP version of the PC game. The art style is much closer to normal anime (some argue higher quality, some argue more generic), the voice actors are professional, and there is much more bonus scenes. The 3DS version is a port of this version with 4 or 5 more bonus scenes at the end.
