Well it shouldn't be. It should be balanced in a way that the level you'd typically be at that point would present you with the same challenge as an endgame dlc boss except do less damage to accommodate your low health at that point. It feels like a lot of the bosses in Dark Souls 3 are just second rate to other previous game bosses.
Sure the other games had their easy bosses like Taurus but it feels like every DS3 boss bar 3 is just a worse x boss.

Only the health and damage would be adjusted. It seems like Froms balanced Darksouls 3 around Boss AI instead of health and damage. Maybe its just because I'm so used to Bloodborne but most of the bosses feel like they take 2 hours to wind up an attack and 2 more hours to recover from one. An early game boss should be just as diverse in its movepool and aggression as the final boss only damage done and health adjusted. Abyss Watchers could have been a really great fight but it just didn't have good enough AI since it was an early boss.
