I don't think it's the helicopter tha picks them up but a plane. I don't think a helicopter can do a fulton recovery. It would be pretty disasterous considering the baloon could get mixed in the chopper's blades.

The fulton just brings them to the closest drop zone for the helicopter to pick them up. Its why your chances of a successful fulton decreases if you're nowhere near a drop zone.

I also liked the goofy, unrealistic side-ops of Ground Zeroes. The closest we got was capturing some retarded MSF soldiers and the Kaz mission but with Kojima again.
