Is there any alive objective-based shooter that will make me feel like Scout in TF2? I just want to go fast with a powerful weapon and be a nuisance to the enemy team, but TF2's dead and buried by now.

TF2 is still the third most played game on Steam, it's nowhere near dead or buried. Just play Scout, there are populated servers in pretty much every region on Earth. Even Brazil has a separate server now.
