Well, their composers, Matt Uelmen in particular, are just really good. In addition, while I don't know how much freedom the composers had but if it was a decision by one of the lead designers, keeping most of the soundtrack pretty ambient (in vanilla/TBC in particular) was definitely a good one as it enhances (and is enhanced by) the game's otherwise really good atmosphere.

I couldn't / can't really appreciate the WoW soundtrack because the game in general isn't compelling enough. There's almost no context for the music, usually. The one I remember being most moved by was the new Westfall music because it accompanied the starving totally-not-dustbowl-Okies they fleshed out a little more in Cata or whenever. But even then, it's just a few people standing around with an exclamation point over their head, or not.
Call me a fuck, but Volition's use of unoriginal music, Kanye West's "Power," in the skyscraper loft attack, was more compelling than anything in World of Warcraft. The music paired so well with the player's objective, and matched thematically to the narrative and that location especially at that time to give a little testosterone fuel for combat.
