I mean, it's never specified where Max gets her powers, but my personal theory on it is that it's actually Rachel. The game does touch a little bit on some Native American mysticism, so I feel like Rachel somehow gives the powers to Max in order to help Chloe, since she isn't able to anymore. Things like how the deer seems to be symbolic of her powers, since it isn't affected by them, as well as how it appears right above where her body is buried. Then, you have the fact that Chloe and Rachel are the same size, among other things, so she was as suitable 'host' for Rachel's intervention.

To me, the problem with Chloe was that she had no ability to take responsibility, not just for things she did, but emotions as well. She existed "in the moment" for every second, instead of thinking about the actual future. Her choices were driven by emotion, without logical thought to actually hold her plans together.
The context of the town getting warned becomes complicated as things begin to break down more from different angles as Maxine leaps through time. In the end, even if they had plenty of warning (they may actually have not had the best warning depending on the timeline). Chloe directly reminds you that her mom is out there. There's also tourists, Kate could potentially be in the hospital alone in that timeline, the hospital is also filled with people that can't be moved. The list can go on and on.
Chloe is someone you're meant to feel sorry for, but ultimately have the choice to sacrifice. My personal experience with the game was, it was very difficult to take her seriously as a character, and beyond that, I wouldn't have wanted a friend who behaved like her (though I wouldn't have gone silent for years to a friend either).
You're given the freedom to choose what to do in the end, and should be, but it feels like she was written a little too easy to dislike and sacrifice. The choice simply wasn't very conflicting for me by the time I arrived to it. Aside from the potential of "playing god" and choosing her fate, if you took a step back and looked, her fate was already decided. You know the weather issues, animal deaths (did they deserve it?) are not natural. You know it has to do with Chloe. You know if you sacrifice her the world "normalizes". This makes the sacrifice all the more shoved into your face with bright neon arrows pointing towards it.
If they wanted to make it a true conflict instead of "get rid of fate-hacked annoying asshole girl" they should have done some things differently for story.

Personally I got attached to Max & Chloe, which is a rare for me in a video game. I feel sorry for Chloe because of the stuff that she went through and had to deal with. Same happened with some friends of mine who've played the game.
I do have to agree that parts of the story are flawed, especially the endings. Sacrificing Arcadia Bay ending is very shallow and vague. You just see the town in ruins and some random bodies, you never get to know if someone you knew died in the tornado, you don't get to see what Max & Chloe did afterwards besides driving into the sunset.
Sacrificing Arcadia Bay means that everything you did for the people in the town was useless (assuming everyone died, but it's unlikely), besides Chloe.
Sacrificing Chloe means going back in the time when Max discovered her power, and again, everything you did was even more useless since you let Chloe die and undo everything you did for the others.

To be fair to Max, it was, and is in some cases, fucking hard to keep friends if you moved to different places. I used to have a great friend who moved by to Canada, and we're not in touch anymore due to us naturally drifting apart. The last I talked to him was about four years ago, thinking about it now.
So, to me at least, Max falling out of contact with Chloe makes sense. Although, Chloe really turned out for the worse in that time Max was gone; and even if Max was there, I doubt Chloe would of changed that much.
I have to agree with you though, Chloe seemed to have been made as a "asshole chick with blue hair and is a lesbian", although that could change becauseI still have to finish Episode 3. If Chloe was a character that wasn't such a prick, then I think the decision to sacrifice her, or the Bay, would of been harder.
