Did Capcom do the right thing by making it a completely different game from the rest of the series? Sure the series was already waning by 4 but could V have reclaimed its glory had it stayed true to its roots?

developers should never listen to what the audience wants because they usually are just repeating trash and will just buy shit regardless of any reason whatsoever.
they tried something new and people didnt care and stuck with whats familiar and keeping stagnation alive and well.

Only problem is a developer needs time to actually prototype shit and see what works, instead of being forced to shit out something half-baked or play it safe and do more of the same.

DQV and RE4 are easily the best games and they both did something radically different.

They are both better off for trying new things and succeeding.

Except in RE4's case it's because its the first game in its series to be actually good on its own merits and not be woefully dated and only enjoyable in a "so bad it's good way".

I can enjoy BoF3 and 4 just fine, why are they any worse than Dragon Quarter?

Look at the sales of BoF4 compared to the rest of the series. BoF4 had content cut and was rushed to meet a deadline too.

Pretty interesting game, I didn't mind it too much. Gameplay was cool but it felt a bit unrefined. I don't know why people complained about the dragon system so much -- I used it about 2 or 3 times before heading to the final dungeon and my D-Counter was so low I used the dragon form on every single boss to one shot them.

Because Dragon Quarter plays like an old Resident Evil game. You basically held the rocket launcher until the last boss.

I don't think people understood this and complained a lot. There's a lot in common with both Dragon Quarter and Resident Evil. Both have limited saves, both have very limited resources and you don't have to kill anything until specific junctions in either game. Both even have graphic game over screens since if you hit 100% in DQ you get to hear Ryu scream as a dragon tears out of his body.

I would say Dragon Quarter is more of a survival game than an RPG and I think that's what scared people off.

I've always thought this and is one of the reasons I love the game. Finally a JRPG where you HAVE to use your consumables instead of stockpiling everything and never use it.
