What I mean by small open world is maps that don't overuse negative space to fill the map for the sake of making it bigger. Looking at the GTA franchise, SA and V seemed to have a bunch of negative space solely for the purpose of making the map bigger. Those are what I would consider "big open world maps." Games like III and VC made more use of map leaving very little negative space so I would consider them "small open world maps."

A bigger map isn't guaranteed to be bad. You just have more effort you have to put into the map. RDRedemption could have probably fit all the locations on a map half the size without any issues, yet the "empty" space actually felt worthwhile to me with the random things like hunting. If the map is big because of what you can find inbetween waypoints, then that is completely fine with me. We just have to wait and see how well they handled the map.
