Did you play the game because that is not what happens?
Will designed and built the time machine, Paul uses it, the machine breaks and causes time to fracture. Paul gets sent forward in time, he sees the end of time and then travels back in time and establishes Monarch to fix the fracture.
He doesn't know how to fix it though, his lifeboat initiative was to save some of the best scientists in a room safe from the time fracture until they figured out how to fix it. He doesn't even know if that will work because no matter what time always ends.
Now Jack and Will actually fix the time fracture and save everyone by using the counter measure to fix it.

How did Hatch live and still have his eye even though Burke killed him and stabbed him in the eye? Who and what the fuck was Hatch and what timeline is he from and what was his agenda?
So many questions, I really hope they make a sequal or a proper TV show for it. I agree with the 8/10 though.

Hatch is a Shifter. If you read some of the collectibles, they mention "shifters" that live in the zero state. A collectible in Paul's office talks about how "Anonymous", a shifter, (Hatch) had figured out how to be in the real world or something.
At the beginning of the game when Jack gets out of the taxi, if you turn around Hatch will be there, and if you look again, he's gone.
Also the girl was Ogawa or something, who's mentioned tons in the game through dialogue between her and Paul

Yea, but I think he his from a different time line and the fracture caused him to end up in this one. A couple of lines he says in one of the episodes about there being different worlds other than this one got me thinking about it, the way he said it was as if he knew more and not just saying it as an expression.
He also says to that guy who is trapped in a time stutter
"it is time for you to return to the others, to return to the infinite"

Shifters are zero state beings that exist in all timelines as one being, that's why they cannot physically die. Even if they die in one timeline, they're alive in another, and when the fracture happens all timelines get fucked and converge into one, that's probably why even when he died in the countermeasure room he's still alive in the other timeline where the fracture gets fixed and he probably kept his memories from the time he was a shifter.
He sees shifters as the next step in human evolution, that's why he fucks up everything in Monarch.
