IIRC, the plan is a new TW game/expansion every year. So 2017 will have to have a new game that also has as much racial uniqueness and environments as this does. Especially when you get to the non-Elf factions. So making 2-3 campaigns is going to slow them down, because the other team is still doing historical TW games.
