There's only two reasons why anyone needs a dedicated sound card, and that is
1) a high-quality surround sound setup. 7:1 or higher
2)You're a professional musician that needs higher buffer values and sound quality ceilings for rendering (although modern integrated sound chips do almost as well here to the point of near-parity), or high-intensity on-the-fly rendering of synthesizers (which is also greatly dealt with by using ASIO drivers instead of DirectSound).
Most dedicated chips cap out at around 48,000 Hz, which is on the top edge of human ability to hear any further increases in sound quality - and of course that assumes that whatever's being played through it is rendered at 320kbps or higher, which is actually fairly rare - most modern games have their effects and music rendered at 192kbps at which point any sound quality higher than about 42,000 Hz is pointless since the quality of the rendered file is too low for it to gain anything from the increased audio bandwidth.
Tl;Dr people like feeling patrician about dropping £200+ on something they will never actually have need of.
