1. Sam is the only enemy that wasn't cut into pieces by Raiden after being defeated.
2.During that bossfight Doc was on his way with a car towards Raiden IIRC
I'm not saying he's alive, but if Kojima/Platinum/whoever owns the IP now wanted to bring him back, they could definitely pull it off without looking making it weird.
I mean Raiden is just a brain at this point, as long as Sam wasn't killed instantly he could definitely be salvaged.
