Just looking into this tonight and when I check the prices it's $119 for Consoles and only $99 for PC, both or the Apocalypse Edition.
What's the deal here? Am I missing something, or is the PC version significantly cheapter than the console? If so, why?

As for your question, I think the PC copy is just a Steam code so that would explain why it's cheaper.

Its cos physical stores need to add extra costs to the product to keep their business running, employee wages, store rent and amenities etc. The price on console online stores tends to reflect those costs because without those physical stores no one would be able to buy the console.
Steam on the other hand has less overhead than something like Gamestop, EB Games or Game so they can offer a cheaper product and without fear that there customers will no longer be able to buy a PC.
Its been like this for well over a decade now.

These prices are taken from EB Games though, so talking about the literal boxed copy of the game. Unless it really is just a steam code (but the ad doesn't seem to be reflecting that).

That stuff sounds neat and I would definitely buy the collectors edition for all the games I'm looking forward to but I'm not made of money. I just want the game so I bought it off Steam.

DVDs, boxes and little pieces of plastic/paper don't cost that much to make. Shipping them in bulk (generally with other games) also drives down the price of getting the game into the store.
EB games recognizes that buying online is cheaper than buying in a store, so they've brought down their costs to compete. They make less of a profit on the PC version, but it is better than no profit if they don't lower the price or don't stock the item.
