Hammerfell or bust bitches
I was thinking Hammerfell, Summerset Isles, or a combination of Valenwood/Elesweyr would be the next regions (all of those regions are about size comparable to Cyrodiil and Skyrim). And it will be one of those three and deal with the Thalmor most likely. I would like Valenwood and Elesweyr setting and a game based around trying to undermine Thalmor influence there. It should be manageable for Bethesda to do, while I doubt they could depict Black Marsh decently.

The problem with Black Marsh is according to some of the lore, the vegetation is so dense in some part you can't get through unless you can swim and hold your breath indefinitely (Argonian) which would mean either they'd have to cut it ingame for everyone's convince, or come up with some kind of in-universe work around

Not all Khajiitsome are assassins
They will go Redguards. They changed them a lot in Skyrim and they are the only place we haven't gone that the modern writers probably feel any kind of ownership over.
Beast races are probably too complex and weird for both Beth and mainstream audiences.
Redguards would be nice and simple. There is even a special mechanic in place for the player character in sword singing.
Altmers could even be the bad guy again.
