Why do they need whole legacy servers?
Why not just implement some way to cap your character and prevent them from leveling? Then you could still be on the server with your buddies but on a different character who leveled to 60 before turning off exp gain, and then you can go around doing the level 60 raids at the appropriate level. And so on and so forth for the others.

You can, but this doesn't help you achieve anything. THe entire game has changed pretty much from the ground up, to the point of barely recognizable, capping your character doesn't help. To be fair, we need to first define what we mean by legacy servers, because the true authentic* vanilla experience was actually quite bad from a lot of perspectives.
What nost did was update the talent trees to patch 1.12.1 which pretty much had the closest thing to balance when it came to vanilla content. They also fixed a lot of spell "bugs" that were present in vanilla, warrior charge being one example of this.
They also did progressive content release similar to retail. However, what would realistically happen if they reached that time progression? Release legacy BC? Do a ladder reset? combination of the two? Nost planned on doing an xfer to BC servers and basically letting the vanilla server rot.
If it was a system like that I'd definitely still replay vanilla wow.
Because what you fags that didn't play the game don't seem to understand is that, aside from being vanilla, you now have brand new theorycrafting possibilities by veterans who know how to play the game.
Nost players pumped out much high dps numbers than old school vanilla retail raiders because they already figured out what was best. PvP wise, this was a whole new ballpark of possibilities since classes that 'sucked' on retail actually shined on Nost, again due to players knowing what to do.

No, what they should do legacy servers as an expansion pack type deal that attaches to your WoW account. Pay like 20 or 30 bucks to have access to legacy servers. Have servers for every expansion and then charge you 10 bucks to server hop on a character. They make bank, we don't have to reroll every time we run out of content. This is the most profitable design that wouldn't discourage many players.
Also remove wellfare epics, nerf wellfare dungeons into standard launch heroic difficulty (ICC dungeons drop 187 and 200 ilvl gear) OR require you to beat a raid that gives access to the same gear level to gain access (have to beat ToC to gain access to the ICC 5mans). This removes the need to have progressive servers, as players who want to experience the expansion will do so naturally, but without content gaps.
